A European cloud industry group has filed an antitrust complaint against Broadcom, urging regulators to intervene over changes to its VMware Cloud Service Provider (VCSP) program. The Cloud Infrastructure Services Providers in Europe (CISPE), which includes nearly 50 members and counts Microsoft and Amazon as associate members, asked the European Commission to impose interim measures to halt the termination of the program. CISPE said Broadcom’s decision, announced in January 2026, excluded most European cloud service providers from selling VMware products. The Commission confirmed it has received the complaint and is reviewing it under standard procedures, while Broadcom has not publicly responded.
CISPE argued that immediate action is necessary to prevent further disruption. In a statement, the group said, “This unilateral decision removed all but a tiny minority of hand-selected partners.” CISPE Secretary General Francisco Mingorance added, “Both cloud providers and their customers are being irreparably damaged by Broadcom’s unfair actions.” The group has requested that regulators suspend the program changes, allow affected providers to rejoin, and ensure protection against retaliation as the investigation proceeds.
